There's another set of scenarios to consider - some games distinguish
between the bank and the market (aka bank pool) when specifying where a
train may (or must) be purchased during emergency money raising.  The
question is usually framed "is a company that has used emergency money
raising required to buy a cheap train from the market, or may it buy a more
expensive train from the bank?"
