Agree that this is not a bug, if I am not mistaken this is covered by bullet point three in Steve Thomas list of clarifications compare http://www.18xx.net/1856/1856f.htm Maybe we could link that from the Rails wiki (if it is not already there). Potentially we could add the FAQ pages and clarifications for 1830 and 1835 as well, but this would require to state which variant we follow for those issues which are still ambiguous.
