Kevin is talking about how each CGR certificate is supposed to be "counted" against each player's certificate limit. I do not agree with Kevin that this is a bug. The single shares of CGR are supposed to count as half certificates if they are 5% each, but since the president's certificate is two shares (as Mike said) it counts as one whole certificate whether it is 10% or 20%. I see no bug. |
