18EU is still leaving on the board the stations of minor companies that
merged, if the station was not replaced by a major-company station
(whether because the major company already has a station in the hex or
the president chose not to keep that station).

It would be nice if Rails had a "Refresh the map" function (in Special?)
that worked for all games.
