Further update on dockable layout:
Upgrade panel buttons (lay tile/token, no tile/token) have been moved
to the ORPanel button panel.
Now, there is one central place where the OR command buttons are to be
found (ie., the Commands dockable).
Only applies to dockable layout as, only there, the button panel's
size is flexible.
