[Rails-devel] 18TN bug fix and

I have received a bug report and a test game for 18TN from Bob Probst.
I have added both to master.

To my surprise the bug-fix did not conflict with the test-game:
The price of a buying the train from IPO is taken from the save file 
only without comparing it to the in-game price, thus it still reports 
that the train is bought for the old price.
