Regarding the use case:
I would really like the kanji to be displayed in the tooltips, as the
background map's labels will be covered by upgrading tiles - and,
thus, are not available any more.

Regarding the realization:
So I should use real UTF chars in the map.xml (instead of html
escapes)? If yes, I could provide for that - but hopefully no one will
edit the map.xml using an ansi editor...
