[Rails-devel] Fixed (push request): Major annoyance re. the Game Report (history) window

I fixed the annoyance that the report window does not stay on top when
selecting where to play from in the report window. Hopefully, this
also alleviates the other annoyance (other windows are dead).
If more was needed here, it would get really difficult as the other
windows could not be deactivated on a global basis (but on a
case-by-case decision on action level).

@Project Members:
Could you take care of pushing the attached patch?
