Before offering a special token lay, the following checks are now executed:
- if the company has any tokens left,
- if the company hasn't any token yet on the target hex (if there is/are any
target location(s)),
- if the target hex (if any) is not blocked for token laying because a home
token of another company is not yet placed (of the BA, in this case),

Please note: this fix may break existing saved games.  A warning to that
effect should be added to the next release including this fix.
It did broke three of my brand-new test cases, which I initially withdrew,
until I realised that I could fix these as well pretty easily.
