That's indeed a real bug. I also discovered that the PR probably would never discard more than one train if having more than one excess train. Both bugs are fixed now. Discarding multiple PR trains now takes separate player actions. An obvious improvement would be to enable the DiscardTrain action to require discarding more than one train in the same player action.
