[Rails-devel] Tiles for water hexes.

Following a suggestion by Stefan Frey, I have added a blue water tile #-4000
and two half tiles #-4004 and #-4005.
These tiles can be used to mark map edges that border on sea.

The water tiles have been applied to 1825, all units and regional kits.
