I have implemented 18TN to the extent that I have committed XML files
received from Scott Petersen, and wrote some required extra code.

The reported tile laying problem is most likely an XML bug.  I will look
into this and some other outstanding problems, but it will take a few more
days.

1870 development has not really started yet. Most of the XML exists, and the
ledge should work, but all other aspects in which 1870 differs from 1830
still haven't been touched yet.
