Re: [Rails-devel] New release coming out tonight

This inspired me to update the change log, which I had ignored for the last
9 weeks (partly because someone deemed it superfluous).
It's not as detailed as you would find in the Git history, but for the final
(post-release) version it will need to be reformatted and further summarized
(as Brett and I have done for past releases).
