Appendix 2 of the rulebook also plainly states that private companies in this game do NOT block the respective hexes. Their ability allows an _extra_ _free_ tile lay, but anyone may place a tile in that hex as part of their 2 yellow tile lays that turn, by paying the cost associated with the hex.
