[Rails-devel] Patch: 1830 Reading upgrade for tile 15

Hello,

As currently implemented in Rails, tile 15 cannot be upgraded in 1830 Reading.  I can find no mention of this in the rules for this variant -- it looks like 'Reading' was omitted from the variants list here too.  The patch below adds it back in.

My apologies for not catching and fixing this in the previous patch.  I've looked through the rest of the 1830 XML files and I don't see anywhere else that the Reading variant is missing.
