OK, I have pushed the Stop properties code, after wrapping it up with
Stefan's latest comments.

ScoreType (minor, major) has been added.  See 1830/Map.xml for the <Access>
XML format; this also applies to TileSet.xml.

StopTypes have been restricted to city, town, offmap, although I expect that
more types will be needed later on.
