Actually, I checked the 1846 rules and they say that trains discarded to the
pool do not keep their type and can be purchased as either type.

However, I know you can add 18EA to the list of games where trains discarded
keep their type, and as you say 1812 also.  So it's definitely a use case
that needs to be supported.
