[Rails-devel] TGV modifier for 1826

I used the (current) halt on the development on the base system of Rails to 
refine the dynamic modifier interface. This allows the support of the TGV (as 
defined in 1826).
In general the modifier allows to run trains in two separate sets: Each of the 
set runs independent of the other with respect to track usage.
However in 1826 only one TGV is allowed per company, but that must be 
restricted somewhere else in Rails.
I created a template in the wiki for 1826 development.
