Thanks.  The attached patch adds the tile upgrade information to TileSet.xml
and trains and phase information to Game.xml.  There's obviously a lot more
work to do with Game.xml.

 

I'll see what I can do about adding a page to the wiki with all the special
rules next weekend. If someone wants to start to form a list in the
meantime, have at it.

 

Major hurdles are:

-Implement H trains

-Implement 5-share companies

-Mechanism for opening Etat/SNCF
