The 1835 map did always show the XX tiles, but for the Y hexes the standard
city map tiles #-10 were used so far.  These have now been replaced by the
18EU Y city map tiles #-3007. 
Additional benefit is that the upgrade rules could be simplified.

This problem was apparently fixed, or it miraculously went away, I don't
remember.  In any case, it works for me now.
