[Rails-announce] Rails 1.4.2 is available!

A new version of Rails is now available.

This release includes preliminary work on 18SCAN, 18TN, 18GA, the
Coalfields and Reading variants of 1830.

Also included is several fixes to a variety of bugs as well.
