I tested against the current code (to be released soon in version 1.4.2) and it turns out that indeed the port tile can be laid now, so the bug has been fixed indeed. However, it seems to me that the tile can only be laid in the tile laying step of the OR turn of a company that is controlled by the private owner. That seems to be a limitation, if I read the rules correctly. (I haven't implemented 1889, don't own it and have never played it, so I'm not an authority at all on this game). If indeed there is a limitation, it should be documented in the Wiki. Erik.
