Is anyone actively working on XML files for 18GA? Adam Badura?  I would like
to spend some time on them, but don't want to duplicate effort.  I'll take
them as far as I can with just XML.  If they are a work in progress, I could
finish them up.

I will also work on implementing the Cotton Port variant which mostly only
changes the map, but also lets the GA place two home tokens (not sure the
best way to implement that).
