This is a little non-obvious. When you check out the project, you need to check out trunk, and not check out the whole repository (which includes all branches and tags). This will only check out a single 18xx directory, which has a working project file in it. Alternatively, you can right-click on trunk/18xx, select New->Java Project, uncheck Use Default Location, and select the $SVN_ROOT/trunk/18xx directory, and create yourself a new project that is at the correct directory level.
