recap: The laying of tile #59 on the Kitchener I12 with the help of 
the special ability of the private company W&SR doesn't work.

- The BBG owns the W&SR and the TCC and it is its turn.

- As soon as you will click on the hex I12 you will get a lot of 
messages in the cmd.exe window. Furthermore no option to lay tile #59.
