I tried it at work (WinXP) and could not verify the bug.  I'll try again at
home and see if I can replicate it after a system restart.  Yesterday, I was
able to replicate it by closing rails and reopening it with both 1.4 and
1.4.1.

Also, Tim Harrison had a similar issue with buying loans (and undoing it) in
our live 1856 game yesterday.  So I think there is something here, but I'll
try to isolate the scenario where it appears and file a bug when I do so.
