[Rails-users] 1856: CGR-Formation

Hello,

we had a problem today with the formation of the CGR.

The CGR was formed by just one company (CA) that hadn't operated yet
(in OR 7.2).

So the CGR got immediatly an OR. After this the software started OR
7.3. The result was that the GT and THB didn't get a chance to operate.
