Also, can I set the window locations persistently across all games, rather
than per-game?

It's either both or none of locations (of the left upper corner) and sizes
(width, height). Not sure if you really want to fix the *sizes* across all
games?
 
The choice between per-game or same-for-all-games could be (yet) another
game option. Or does everyone want it the same way?
