I apologize if this is already obvious and implied, but I don't have context as I am only going by what's in your message and do not actually read/modify the code involved. Have you accounted for 1825's "T" trains which are excepted from the rule about TerminateAtMajorOnly rules? If not, some of the minor companies in 1825 do include these trains whose special power is solely the ability to terminate on small towns.
