My sense is that

a) commenting as the current player should be the default- it's is by far the most important, and natural (at least, in pbem usage).

b) commenting on earlier moves is nice, but not as critical.  in any case- this should naturally occur within this new context/feature of navigating the game history/transcript- and, commenting during that process.  thus, maybe this distinct case could be handled slightly differently, than simply commenting on the current-move, as the current-player, as in (a).
