I have closed some open bug reports.

1835 allowed selling shares of unfloated companies and of those floated in
the current SR. As the rules in fact can be interpreted as forbidding such
sales if the company has not yet operated, I have used this existing
configuration item rather than creating a new one. As the PR is exempt to
the second part of this rule, I am now setting its 'operated' flag
immediately after formation.

I have also reclassified 1825 from "Experimental" to "Not yet playable" as I
found a bug report that none of the 1825-specific features did work. That's
true, because no effort has been put into that task yet, which means that
the default rules (1830) apply. Apparently the old classification was too
inviting to try it out.
