Yes, Cancel is probably redundant here. I'll consider removing it (at least in this case). It's entirely likely thinking about it that I see 'ticking nothing and clicking OK' exactly the same as 'clicking cancel' since in both cases I'm saying I do not want to merge anything at this time. I'd imagine the difference is that cancel counts as a sort of back up step to previous? But in this case it's only offered at the start of the round. There is probably an argument here to remove the cancel button and have just the OK button as the way to progress so that users don't get as confused?
