No worries Erik, half the reason I chose to play 1835 this time was to  
give you some playteting feedback :) this is easily an issue we can  
carry on with.

Ok, I wasn't sure on this, the 18xx difference list states that the Pr  
can have 3 when everyone else has 2 but it isn't as clear on whether  
this happens in the earlier phases.
