[Rails-announce] Rails 1.3 is now available.

I'm pleased to announce that Rails 1.3 is now available.

This release adds an initial implementation of automated route and
revenue calculation as well as bug fixes for 1830, 1856, 1889. Also in
this release is revised documentation on how well-supported each game
is.
