[Rails-devel] 1835 bug & Hamburg brown tile orientation

I have fixed a bug in 1835 at buying the first 5-train: the game would hang
if Prussian formation was already complete at that point.

I have also fixed the brown Hamburg tile orientation, preventing any
rotation, so that Stefan's ferry malus calculation will work as it should.
