If this discussion could be reopened, I would vote strongly in favor of
opening all windows at game start and keeping them open.  Explaining that
you can find the windows in the options menu is the first thing I have to do
when telling people how to use the game.   The first thing I do when I start
Rails is open all the windows.

At the very least, rename the menu item from "Options" to "Windows."  The
so-called options are "Set Scale" which has never been activated to my
knowledge - it is always greyed out - and the various "Windows" and thus are
not actually options at all.
