Hi Justin, you are right, that Rails does allow 70% for 1889 2 players. This is against the rules, but we use it frequently as a house rule for two player playing. And I was lazy to add a game option for that as you can still restrict yourself to 60% if you prefer the original rule. The current setup for 1889 here is identical to Rails 1830 implementation, which also allows 70% ownership for 2 player games, against the rules. However it is a little questionable if 1830 rules support 2 player games: Table 5 (money) does not contain 2 players, whereas table 3 (certificiate limit) does, but the rules also state that 2400 is distributed evenly between the two players. I could add a game option for 1889 (2p 60% vs. 70%), does anyone vote for a similar option for 1830?
