Nationalisation was a lot easier to do then I had expected. 
Note: to keep is simple, the word "nationalisation" is not used anywhere.
It's announced and reported as a normal buy, albeit from an unusual source
at an unusual price.
Also, players can now buy shares up to 100% throughout.

I have completed the Prussian formation in 1835. As far as I can see it all
works.

Stefan Frey reported a bug in the initial player assigment in the Clemens
variant, which I have also fixed.

Next thing to do will be nationalisation.
