[Rails-devel] 1835 Prussian

The code I have just checked in (after I noticed 1.2.2 being out) deals with
part of the Prussian formation in 1835. 
The process basically works, but is so far only triggered at round ends, not
yet at buying the firsat 4/4+4/5-trains.

This has had some side consequences in various classes, and more will
follow, but I don't expect any other games to be affected.
