Two fixes:

- 18AL tile #446 can only be laid on Birmingham. Montgomery is now excluded.
(reported by Chris Shaffer)
- 1856 share just bought cannot be sold in the same turn (for simplicity,
implemented as: if a share was bought, at least one share must remain if
shares of that company are sold later in that same turn). (reported several
times, lastly by Aliza Panitz).
