I have implemented token lay cost calcuation in 1835.

To Stefan Frey:
I have also added NoMap mode to 1835. 
All possible token lay costs from the current company home hex are now
displayed in the "Operating Cost" list as separate entries.
I don't know if this is the way you would like it to be, but at least this
was easy to do.
