This is an excellent idea, I prefer rails for f2f instead of Lemmi's moderator with the one exception of the map requirement. Unfortunately I don't have a personal copy of 1830 or 1889 yet but I will happily test this out given the first opportunity. In fact, I might try running it with cyberboard/vassal as an alternative to a spreadsheet and see how that works out...
