[Rails-devel] Changes for 1835

I am piecemeal adding the 1835 specialities.

Buying and selling of different share sizes (10%/20% resp. 5%/10%) should
now work. 
The selling prompt messages have been clarified by adding more detail, as
follows:
If you own 1 20% and 2 10% shares of the Badische, the selection menu did
offer:
Sell 10% shares of Bad for 100M
Sell 20% shares of Bad for 200M
Sell 20% shares of Bad for 200M
This now will read:
Sell 1 10% share(s) (10%) of Bad for 100M
Sell 2 10% share(s) (20%) of Bad for 200M
Sell 1 20% share(s) (20%) of Bad for 200M
This change of message format applies to all games.

I have also prepared the following:
1. Ability to exclude companies (i.e. 1835 minors) from using special
properties, by adding a <UseSpecialProperties\> tag to the traintypes that
can do so (this applies to all implemented games except 1851 and 18EU).
2. Calculation of the hex distance "as a crow without passport flies" to
calculate base token lay cost.

This is not yet used to avoid interference with work that Stefan Frey is
currently doing (I already disturbed him once).
