I forgot to add that *this* change will create a saved file incompatibility for 1830/1856 games that already have passed a case where the Erie/THB had floated after the green OO tile had been laid on their home hex. Rails now *requires* the extra player action to explicitly place that token on one of the two cities, and it will be missing in older saved files. So for these games, 1.1.4 saved files will be incompatible with 1.1.3 ones. If the 1856 THB (or the 1830 Erie, for that matter) starts, the token city is left undefined. If there is already a green OO tile on the home hex, the player is asked to assign the home city at the start of the first OR turn of the company. This is irrespective of what the rules say about when home tokens are laid. Normally the home token is laid at the moment that the rules prescribe (at start, at floating or in the first OR turn), but in this case there is no easy way to accomplish that. In our game #59 @ L15 has legs N and SW and Rails forces THB to start at the towm with leg SW even though it would have been more natural to start northwards.
