[Rails-devel] Selling back down to cert limit

Wanted to get peoples opinions before I state this as a bug.  We're
playing 1830, It's my turn in an SR and I have 90% of a company,
having bought the shares during the previous SR when they were in the
orange zone.  Rails is NOT enforcing that I sell shares to get myself
below 60% ownership.  Is this just not implemented yet or should this
be happening and I've somehow come across a case where it is not
picking up that I am illegally holding shares?  For what it's worth,
they are still in the yellow zone and I'm not over cert limit (saved
game attached)
