One ugly possibility:

Have a stack of 3-trains, and then a stack of 3.1 trains which are
identical except for triggering a new phase.

Speaking of ugly possibilities, some games have flexible trains --
there's a base price, and a slightly higher price that lets you use
the back of the train card, with some extra power (dits,
cities-vs-hexes, etc.) Worse yet are phase changes that downgrade
previously purchased trains.
