Yes, options are good, as I have played with people who thought the answer
to both questions was no.

I submitted a feature request for this.

In regard to the discussion of the order of the CGR formation actions, I
suspect the best solution would be to provide more information to the
players about which companies might merge, which have already merged, etc.
Perhaps a completely separate summary window screen would work?  I have no
idea how difficult that would be to provide.
