While I'm not super-familiar with how CVS deals with permissions, I suspect that, for an authenticated user, there is no such thing as "read-only" access. So, being authenticated may mean possessing the ability to commit. (I'm sure google knows, I'm just too lazy to look it up at the moment. ;-) ) If anonymous checkouts succeed, I recommend using that for now. ---Brett.
