Any opinions on this matter?  

I could
(1) allow infinite token buys, or
(2) add a game option to select between 3 and infinite, or
(3) leave it as is.

Also, it appears that rails implements a hard limit of 3 bridge
tokens.  This is a supportable reading of the rules, but it would be
good to document this somewhere.  (Many people, and That Other 18xx
Moderator, play with a rule that bridge and tunnel tokens are
infinite.)
