I agree, this model really goes in the right direction.

On the one hand, there's a simple action/button to simply 'continue /  
done / etc', used in a variety of ways - done buying trains, continue  
after taking a loan or something, or etc.

The other button/action is, literally, 'End Turn':  it's much more  
decisive, it marks the spot to archive a completed move, progress turn- 
order, etc....
